Public Firms Challenge OKX-ICE Tokenized Stock Plan

Public Firms Challenge Okx-Ice Tokenized Stock Plan

Nine publicly listed companies have formally objected to the inclusion of their shares on a proposed tokenized-stock marketplace backed by OKX and Intercontinental Exchange (ICE). The move underscores a key constraint for onchain capital markets: even when regulators permit tokenization, issuers may still resist how their shares would be priced and traded.

According to a notice published on Thursday by OKX and ICE, the companies named in the filing are Cerebras Systems, AppLovin, Applied Digital, Rocket Lab, CoreWeave, Verizon Communications, Applied Optoelectronics, Broadcom, and UnitedHealth Group. The notice does not explain the objections, leaving investors and market operators to focus on what regulators require and what market participants say is missing.

    Key takeaways

    • Nine issuers objected to having their shares offered through the tokenized stock platform proposed by OKX and ICE, without stating specific reasons.
    • The objections appear tied to issuer oversight and how trading execution could affect share pricingโ€”issues raised in the SECโ€™s tokenized-NMS โ€œinnovation exemptionโ€ framework.
    • Regulatory procedure requires tokenized venues to notify issuers and offer a formal opportunity to object before listing third-party tokenized stock offerings.
    • Industry commentary suggests the debate is less about blockchain itself and more about pricing integrity, best execution, and measurable execution outcomes.

Issuers object under the SECโ€™s tokenized-NMS process

The notice references the SECโ€™s Sept. 17 innovation exemption related to tokenized trading venues for NMS stocks. Under that framework, tokenized venues must provide issuers with written notice and an opportunity to object before their shares can be listed as tokenized stocks from third-party platforms.

In this case, OKX and ICE published the Thursday notice listing nine companies that have objected. The absence of an explicit rationale is notable: the filing communicates that objections were made, but does not spell out whether the concerns relate to settlement mechanics, trading controls, custody, or pricing practices.

That procedural right, however, is designed to give issuers a measure of control in a market structure that can differ sharply from conventional equities venues and transfer agent workflows.

โ€œTheyโ€™re objecting to pricing,โ€ not the chain

Speaking to Cointelegraph, Robin Nordnes, CEO of trading validation platform Raiku, framed the core issue as pricing transparency and execution guarantees rather than the technology itself. He said issuers are not necessarily challenging blockchain adoption, but instead reacting to uncertainty about how trading outcomes would map to real-world execution quality.

Nordnes argued that on a public chain, the ordering and block production environment can influence execution timing and sequencing. Without the ability for desks to measure their distance to the block-building and ordering process, he said, โ€œbest executionโ€ can become a promise rather than a verifiable number.

His comments point to a practical investor-facing concern: if trading execution and order routing differ from traditional market centers, it may become difficult to demonstrate the same level of execution quality that investors expect in regulated equity markets.

Need for real-world pricing data and institutional confidence

Other industry commentary echoed the idea that more empirical evidence is required before issuers and institutions feel comfortable with tokenized-stock trading. Misha Putiatin, co-founder of collateral markets platform Symbiotic, told Cointelegraph that issuers and investors need to see both the upside and a track record of efficient pricing.

He added that additional โ€œreal-world dataโ€ would help assess benefits and risks, particularly for participants evaluating whether tokenized venues can produce execution outcomes comparable to established equities infrastructure.

Putiatin also pointed to institutional tokenization efforts, referencing the Depository Trust and Clearing Corporationโ€™s (DTCC) tokenization services as one possible path toward building confidence. While the objections in this specific case remain unexplained, the underlying theme is consistent: tokenized equities will likely require more operational proofโ€”especially around pricing, liquidity, and market integrityโ€”before broad issuer buy-in becomes realistic.

Venue-specific โ€œvetoโ€ and why it matters for tokenized stock expansion

CoinShares senior research associate Luke Nolan suggested that the objections should not be interpreted as a blanket rejection of tokenization. Instead, he described the situation as primarily about whether tokenization proceeds on a specific venue without the issuerโ€™s consent.

In his view, the objections operate as a โ€œvenue-specificโ€ vetoโ€”companies may be willing to allow tokenized trading elsewhere while disallowing their shares on this particular platform. Nolan also noted that concerns about market mechanics are not theoretical: participants have historically used specialized trading dynamics to create โ€œsqueezesโ€ or short-term swings in the price of underlying assets.

That context is important for investors watching tokenized equities develop. If issuer objections are concentrated in specific trading venues, it could slow down expansion by forcing tokenized platforms to prove execution quality, governance protections, and pricing robustness on a case-by-case basis.

Onchain activity keeps rising, but issuer consent remains a gating factor

Even as issuers resist certain tokenized-stock pathways, broader onchain capital continues to grow. According to OnchainBenchmark data cited by Cointelegraph, more than $754 million in capital moved onchain during the past 30 days, bringing the total across stablecoins and tokenized assets to $320 billion.

The figures do not directly measure tokenized equity trading, but they highlight that onchain settlement and tokenization infrastructure is attracting continued flows. The tension for the sector is that funding and adoption can accelerate onchain while equity issuers still treat venue-level controls as essential.

For traders and portfolio managers, that means tokenized equity platforms may be able to expand market infrastructure faster than they can secure consistent issuer participation. For builders, it signals that regulatory compliance and blockchain functionality alone may not be sufficient; operational transparency around execution quality and pricing outcomes could be just as critical to winning permission.

Investors should watch for any follow-up clarification from OKX, ICE, or the SEC on how issuer concerns are expected to be resolvedโ€”particularly whether tokenized venues can adjust trading or disclosure practices in a way that reduces pricing uncertainty without sacrificing market efficiency.
