XRP Ledger Foundation Refutes Claims Patch Was “Forced” by Emergency Fix

Xrp Ledger Foundation Refutes Claims Patch Was “forced” By Emergency Fix

XRP Ledger developers say they were forced to deploy an emergency security patch in a way that bypassed the network’s usual amendment vote, after uncovering a bug that could allow an attacker to mint spendable XRP beyond the ledger’s fixed supply. The fix was released on Sept. 25 and took effect immediately for operators that installed it, following a bug bounty disclosure earlier that week.

In a Sunday post on X, XRPL developers argued that waiting for the standard two-week validator vote would have left the vulnerability exposed for weeks—giving potential attackers time to test and weaponize it. The expedited approach, however, has reignited debate over how decentralized XRPL really is and whether operators should interpret coordinated upgrades as evidence of centralized control.

    Key takeaways

    • The Sept. 25 emergency patch addressed an integer overflow in XRPL’s payment engine that could, under contrived conditions, create spendable XRP beyond the fixed supply.
    • XRPL developers say they skipped the normal two-week amendment vote because the vulnerability would have been publicly knowable for weeks if they followed the standard process.
    • XRPL Foundation and contributors state the emergency decision was made jointly by multiple parties, while emphasizing that validators and node operators still choose what software to run.
    • Critics questioned XRPL’s decentralization after the expedited release; at least one independent validator operator disputed claims that coordination equals centralized control.

Why the emergency patch skipped the validator vote

According to XRPL developers, the network’s normal amendment process would have delayed remediation long enough to materially increase risk. They pointed out that standard amendments become visible well before they take effect, meaning attackers could potentially use the extra time to develop exploits once details were out in the open.

In their X post, they described the Sept. 25 release as a deliberate bypass of the usual procedure for adopting protocol changes. The developers said the fix was deployed on any server that installed it immediately, and that it represented the first such intentional sidestep since the amendment system was introduced more than a decade ago.

XRPL Foundation responded to the decentralization concerns by explaining that no single entity could decide unilaterally to rush a change. In the Foundation’s account, the decision to bypass the normal amendment path was made collectively by the Foundation, RippleX, core developers, and validators after evaluating the severity of the bug.

The Foundation also emphasized that protocol changes still depend on the amendment mechanism. It noted that version 3.4.1 only became required after a normal amendment vote with more than 80% validator support for two weeks, and that skipping that process applied specifically to the emergency fix.

Decentralization debate resurfaces after “coordinated” upgrades

The expedited approach has drawn sharp criticism from those who argue that XRP Ledger’s governance model—and how it is communicated to the public—may not align with decentralization claims.

Cyber Capital founder Justin Bons said the way XRP is marketed to retail investors as decentralized amounts to “straight-up fraud,” in part because the Sept. 25 release reportedly shipped as binaries only, with the source code temporarily withheld and operators pressured to upgrade.

XRPL’s defenders pushed back on the underlying implication: that coordinated action by entities within the ecosystem necessarily indicates centralized control. XRPL Foundation argued that coordination is not the same as control, reiterating that validators and node operators retain autonomy over what software they run.

Independent validator operator XRP Kuwait also rejected claims that the coordinated update signals centralized control. In its statement, it argued that multiple independent operators can assess a security situation, communicate with each other, and converge on a shared response without relinquishing independence.

The tension at the center of the dispute is straightforward: emergency security measures can require fast, coordinated behavior, yet that speed can look—at least externally—like governance concentration. XRPL’s developers and the Foundation appear to view the trade-off as a necessary security choice, while critics see it as evidence that decentralization is more limited in practice than in messaging.

What the vulnerability was and how the exploit could work

The vulnerability disclosure report, according to XRPL-related reporting in the provided material, traces the bug back to 2015 and characterizes it as an integer overflow in the XRP Ledger’s payment engine.

XRPL stores balances as 64-bit integers with a fixed maximum. The flaw is described as occurring when a sum exceeded that maximum: instead of failing safely, the calculation wrapped around to a smaller value.

The report’s outlined attack method relied on deliberately constructed conditions. An attacker could set up hundreds of offers with specially chosen pricing, each requesting a very large amount of XRP. After creating those offers, the attacker would send a single payment that consumed them.

Under those contrived conditions, the engine would credit each offer owner their full amount, but charge the buyer only the tiny wrapped total. The difference would then appear as newly created, spendable XRP.

Crucially, the disclosure material says the attack required deliberate construction of offers and could not be triggered by ordinary trading activity. Developers involved with the remediation also said they found no evidence that the issue was exploited on any public network.

What operators and users should watch next

While the immediate question is whether XRPL’s emergency response was necessary and handled responsibly, the longer-running issue is how governance decisions will be interpreted going forward—especially when security urgency clashes with standard amendment timelines. Readers should watch for further clarification on the emergency process, including how transparency is balanced with risk, and whether future fixes continue to follow a similar playbook.
